necessary for the post have been set out. The salary I

propose is at the rate of 2420 te 2540 per annum by £40

"ment triennially. The appoint should in the first instance be

on a three years' agreement subject to the usual conditions

embodied in such agreements but with an additional clause

restraining the person engaged, if he resigns on his own

initiative before the expiration of his agreement, or if

on its termination he declines to remain in Government

employ, from practising as a Solicitor in the Colony for

3 years from the date of his resignation or termination of

agreement. A copy of such clause is attached.

There remains the question of

selecting a candidate to fill the post of Registrar of the

Supreme Court in succession to Mr. Kemp. For this post both

Mr. J. W. Lee-Jones and Mr. C. A. D. Melbourne, Deputy

Registrars, are candidates, and I submit their names for

your consideration. Their records of service are in the

Civil Service List. But after consulting the chief Justice

I regret that I feel unable to recommend either of them for

the permanent appointment.

In this Colony the post is a most

important one, and I would ask that a candidate may be

selected
